[2] Speak with the Manga Editor.

Talk to the Manager and drive him away by telling him that you saw the Cake Sweeper at the Park.

[3] Talk to Cake Sweeper.

Wait for the Manga Editor to leave and enter the Apartment. Find Cake Sweeper hiding behind a bookshelf.
