Available after getting to the Wyverian Gate and finishing How to Raise a Velocidrome 1.

[1] Talk to the Overloaded Craftsman in the Sunpetal Plains.

He says that that the Monstie feed from the windmills have been stolen by a pack of Tobi-Kadachi. He hopes that the player can retrieve the stolen goods and get rid of the perpetrators.

[2] Slay the Tobi-Kadachi pack.

Head over to Blightstone Woods and find the pack of Tobi-Kadachi and defeat them. Take the Chewed Feedbag after all three are slain.

[3] Report back to the Overloaded Craftsman.
