How to Get Rapiers
You can get all the types of weapons from the blacksmith including the Rapier. Bring enough Col and crafting materials to get the specific weapon you want. You can also get blueprints for weapons to craft during your adventures.
You can also check the stats of each weapon, including their Unique MODs. With this, you can select the weapon that fits your playstyle.
Recommended Builds for Rapiers
Rapier as a Weapon
Rapier gameplay highly values precision and timing. You have to be good at guarding at the right time and spotting when the enemies have the blue light around them, making them susceptible to Reverse Slashes.
For those familiar with soulslike and other games that have parrying systems, you might like to try this out.
They can also be used with shields, which helps in its defensive capabilities as if you are not able to parry, you can still attack right away after guarding since you are not using the weapon itself to guard. This enables more sword combos as well since the rapier is one of the weapons with faster attack speed.
Not every attack can be guarded or parried and usually instead, reverse slash attacks can happen instead. The timing can be fast but this can be supplemented by increases in parry and slash attack windows from both stat increases and Ex-Mods, as well as Unique MODs.
What Stats to Focus On
Since there is an emphasis on the Slash Attacks, DEX is the priority stat for rapier users. You can also increase AGI for faster normal attack speed if you would like to have an option other than parrying gameplay. The rapier is already fast on its own and can do a number of hits in a short period of time, even if its strength and damage are low.
With that, you can still aim to increase STR so that each hit is powerful on its own. Or you can increase damage through using Ex-Mods. Some Slash Attack Ex-Mods have a high percentage.
If you would like to utilize Sword Skills, it is best to also increase Mind. It is possible that some rapiers are INT-based rather than DEX-based, so you can increase your INT if you find the weapon to your liking, but this is only recommended with purple (highest quality) weapons.

Counterstike
These moves have a counter mechanic where you have to time pressing the attack button when attacked by the enemy. They are a bit more complicated than just holding the attack button, but should not be more complicated to those that have chosen to wield the rapier.

Multi-Hits
These Sword Skills do damage several times to the enemies once activated.
These skills include: Phantom Thrust, Rumble Horn, and Tri Slash

Fencing-like moves
These Sword Skills involve thrusting at opponents or doing vertical strikes at them. They look similar to fencing moves.
These skills include: Linear Strike, Pyre Dance, Lightstreak, Oblique Lunge, and Lateral Lunge
Each Sword Skill has its place and some might do better in the overworld than in boss fights. The multi-hit moves can serve as large damage to bosses, but can also work well with defeating several mobs. However, since the strikes can easily kill the mobs, it can waste the other attacks, and might be suited better to enemies with higher health.
Choose according to your play style. Some Sword Skills like Star Pierce require you to time your button presses in order to counter back the attacks. This is harder than simply holding the attack button to do more damage.
