Find Vrago by cleansing the Nochtean Gate Beacon, south of the Citadel of Penance.

How to Beat Vrago, Solikar Champion
Fight Defensively
Vrago attacks relentlessly, slamming the ground repeatedly. Most of his attacks cannot also be parried, so dodging is the best way to escape death. Some moves are fast, but linear, so dodge to the side to consistently avoid taking damage.
Focus on dodging his attacks, and try to find a safe window to dish out damage. You can use a Shell Abilities to interrupt his attacks in order to create more damage windows.
