Where to Find Malborn Offspring
From the Faithful's Shelter Beacon, climb up the nearby stairs.
There will be what looks like a split in the bridge, take the eastern path. The boss will be there waiting for you.

How to Beat Malborn Offspring
While its attacks can be blocked, it is more worth it to just dodge can take advantage of missed attacks to break its poise.
Plenty of its attacks are telegraphed by the flashing red circle that appears before its attacks. All of its attacks have this circle so keep an eye out. Keep in mind that its attacks are also stringed together quickly so always dodge more than once.
Enough heavy attacks can break its poise. The Proxima Shell is good for this fight as its Biosampler ability will pull you towards it to follow-up with a heavy attack. This also avoids the threat of its other distance closing skills.
Make use of Grisha Remnants. With multiples of them, or just a few with very heavy attacks, you can break Malborn's stance and quickly attack it.
So to summarize, use heavy attacks to break stance, use quick attacks afterwards to bring its health down, and watch out for the red circle to know when to dodge.
